From the commemorative plaque:

"In 1891 after the frame town hall on this site burned, Town Council ran a competition for the design of the new town hall.  Toronto architect G W Gouinlock's plans for a Richardsonian-Romanesque building were chosen.  The structure, of St Marys limestone, was completed June 1892, at a cost of $15,000.

Contractors were John Elliott (maisonry) Jacob Near (carpentry) John Williard (painting and glazing) Fred Patterson (plastering) and J C Gilpin (galvanized iron)"
